The website [https://usaco.org/] has details about the schedule. But it mentions that “top USA competitors from the online contests will be invited to participate in the final proctored contest”. Does it mean that non-USA competitors have no authority to attend the fourth contest for promotion, only three chances remained?

the final proctored contests basically means that you have to go in-person to the training camp area site where the usaco ppl have to watch u take it

but this means that if ur NOT IN THE US, u can’t go to the site
so ur sadly not eligible to take the Open in any other country
to answer ur question; yes, u can’t take the US Open in any other country (its not an online contest anyways)
as for this line:

only if ur in gold or platinum and u wanna get into IOI do u actually need to be in the US (or else u wont be selected!)
Proctored doesn’t necessarily mean not online. I’d advise against making speculations like this before further details are released.
