If you are referring to Ski Course Design, the problem can be found here.
Generally, if you are wanting to find problems from past USACO Contests, they can be found in the training page here, including 2011 to present.
Your issue may be due to the problems not being directly listed in the contest page for older contests, however, at the top of the page for each older contest, there is a “Click here” button which redirects you to all the problems, test cases, and solutions for that contest.
